Fences 4 will not install error fixed

Fences 4 will not install error:

Access to Program Files (x86)\Stardock\Fences\lua5.1.dll was denied. The uninstaller was trying to reach this file. Fences has already been uninstalled. File (.dll) is in folder but uninstaller will not run. And uninstaller is the only content in the Stardock\Fences\ folder.

I deleted all of the content in folder and Fences 4 update ran fine.
