Start11 Taskbar does not activate application window when dragging "things" over the running applications icons on the taskbar

In windows 10 (and i guess 11) the default taskbar supported dragging "thing" over a running program's taskbar icon in the taskbar and when you did that and hold your mouse (with the dragged item) there for a while it would activate and bring that application window to the foreground so you could drop whatever you were dragging in that window somewhere. In case you had always group enabled it would show the window previews and you had to hoover with your mouse over any such preview windows for a while to activate it. As far as i can tell this functionality is not implemented in start 11 taskbar or at least it does not seem to work.

For example it was possible to have 2 full screen (maximized) explorer.exe windows open and you could drag and hold a file over the explorer.exe icon on the taskbar to see the preview windows hoover over the other explorer.exe preview window for a while and it would activate that window and then you could drop your file there. This is the only thing i seem to be missing with start 11 taskbar. I did not test if default windows 11 taskbar still supports this but i guess it does so start11 is missing functionality over the default taskbar.

Or am i completely blind and there is an option somewhere for this ? If not can this be implemented

 

edit: in this video i disable start 11 & restart explorer to show how the functionality works on default windows 11 taskbar, then 1 enable start11 taskbar and also restart explorer.exe and you can see it no longer works. It always want's to pin whatever i'm dragging to the taskbar and thats unwanted behaviour, so start11 taskbar is missing default behaviours as i expected
