Disable Groupy popup for non-grouped applications (Groupy 2)

I currently have "Always visible" selected.

When I hover over the title bar for upgrouped apps, I see the Groupy popup (like I'd see if "Always hide" was selected).

Not only does this not seem to follow the "Always show" setting, but I don't expect to see Groupy at all for ungrouped windows.

Is there a way to disable this?

This behavior can be disabled by toggling the following setting to Off.

I have the issue that on some apps like Word and Excel there's always a Groupy bar even if there's only one window.  I don't know how to get rid of it.  If I'm not grouping windows I don't need to see it.
