Being able to have a transparent background instead of white

Maybe a stupid question but here goes....

how can I make the background of something, for example, if i opened up "windows explorer" or "my computer", transparent so instead of a white background, i get my desktop. to see an example look at the SETI green theme for windowblinds.

Kona, that's not true anymore. Used to be with Windows 95/98/ ME, but not anymore. I've actually had Linux crash as often, if not more, than XP.
