Can Multiplicity let you run one PC from another

I am an amateur radio operator. Some of us run a radio that's connected to a remote PC and can operate that radio through their remote PC using software on both PCs. The end result is that the person can do most anything on the remote PC, including running and operating software to control the radio at the remote location.

Is Multiplicity capable of doing anything that could be done by someone on the remote PC?

Is the single-client version that comes with Object Desktop capable of this, or is there some reason I would need the KVM version instead of KM.

And what do the abbreviations of the two types of programs stand for?

You would want (need) KVM at the very least to remote control another PC.  Any app on that PC can be used by the PC remoting into it. 

Note: The remote PC needs to be on the same network, not across the Internet.
