Snapshot restoration on a two monitor system

Having an issue with disappearing Fences and trying to restore them. When dragging an open window from Monitor 2 to Monitor 1, sometimes the Fences that are on Monitor 1 totally disappear. Other than rebooting the machine entirely, there is no way that I have discovered to restore the Fences.

Using Snapshot only confuses the issue even more. The Snapshot will show the Fences on Monitor 1, which is correct. Combined on that Snapshot is Monitor 2, which has no Fences as it is empty (the way I am setup). I attempting to restore Fences via Snapshot, the result is the blank Monitor 2 screen (with its assigned background).

Hello, I am going through this same issue, when I use my KVM to switch to my Mac mini and then come back, all the fences are on the first monitor.
