Update 3.1

Fences does not work anymore

After installing the update on two notebooks Fences did not work anymore. I did not get any error messages.

On Notebook 1, all Fences are lost, but I still can see desktop icons.
Windows 10 1809 Build 177763.2061

On Notebook 2, all Fences and all desktop icons are lost.
Windows 10 20H2 Build 19042.1110
