Fences without a top or bottom

I have Fences v3.0.9.11. One of my Fences disappeared. When I found it, the top and bottom borders are off the screen. I can't grab them to shorten the Fence. Any ideas?

you can also restore using a snapshot of a previous version

when it was right using the app - see blow
