Fences cannot install after windows reinstall

I recently reinstalled windows, and I cannot reinstall fences. The installer opens, I can start the process, it says it succeeded, and asks me to restart. After I restart though, it does not start fences. attempting to start fences manually brings up an error message saying it failed to install and failed to start logging. This also cleared my desktop one of the two times I tried it. I am reluctant to try it again to copy the exact error, and as mentioned, there is no log.
Fences version: 3.09
Windows version: 21H1

I do not want to install to a drive other than C. I also tried disabling those security features and that did not help. However, since I got the error message again, I now have a screenshot. My first reading of it was a little lazy it seems.

Hello,
Please try purge and reinstall steps as mentioned here: https://forums.stardock.com/486084/fences-support-faq#reinstalling. Just make sure to re-download the latest version from your account. Reboot after the purged. Reinstall, and Reboot again after the installation. Retest it. Report back here.

I tried that and installing on a different drive. Neither changed the crash.

I all my years here (9), this I have never seen.  I can only conclude that you have some settings that will not allow Fences to run - perhaps you were very selective in what you enabled \ disabled in Windows for your 'reinstall'.

... or...

this is a corp environment with policies \ apps that are doing the same.

You might try searching the net for some of those errors and seeing what the root causes are or reflecting on what you enabled \ disabled for your reinstall.
