Cannot place icons in lowest row of desktop

On my native Windows 7 x64 desktop (outdside any fence) I cannot put icons in the downmost row (next to the lower edge of the screen). They always snap back to one row above. Yet I can place a fence down there, so there is definitely enough pixels to host another row of icons.

The desktop option for "auto arrange Icons" and "Sort" are both off, only "arrange in grid" is on. If I switch off the grid arrange I do can move icons down but this is not an option.

What can I do?

Hello,
Sorry to hear you are having issues. But, I can't seem to reproduce it on my system. Here what it look like on my system and I can easily align it at the bottom of the screen.

Maybe you would like to try purge and reinstall steps as mentioned here: https://forums.stardock.com/486084/fences-support-faq#reinstalling Just make sure to redownload the latest version from your account. Reboot after the purged. Reinstall, and Reboot again after the installation. Retest it. Report back here.
