Fences unexpectedly move to secondary monitor

Monitor Configuration:

2 Dell 3007WFP monitors
Scale: 125%
Resolution: 2560 x 1600

Issue:

Fences are moved from the primary monitor to the secondary monitor after sleep/wake or computer restarts. Restoring a good snapshot will not correct.

Narrative:

1. Fences on monitor 1 (primary, right side)
2. Sleep/wake
3. Fences moved to monitor 2 (secondary, left side)
4. Attempt to restore snapshot (see image) that shows the correct arrangement. No affect.
5. Settings > Display > Multiple displays > Show only on 1
6. The fences moved to monitor 1
7. Settings > Display > Multiple displays > Extend these displays
8. The fences moved from monitor 1 (primary) to 2 (secondary)
9. Settings > Display > Multiple displays > Show only on 1
10. The fences moved to monitor 1
11. Fences > Layout & snapping > Delete last automatic snapshot
12. Fences > Layout & snapping > Reset saved settings for other screen resolutions (I'm not sure if these last two steps made "the" difference)
13. Settings > Display > Multiple displays > Extend these displays
14. The fences moved from monitor 1 (primary) to 2 (secondary)
15. The fences remain on monitor 1 (primary)

Notes:

I have used Fences 3 for years without seeing this issue. This behavior seemed to coincide with switching the DVI cabling between monitor 1 and 2.
