Cannot Remove Portal

The instructions say to click the "X" that appears when mouse hovers over the portal, but no "x" appears.

Hello,
Sorry to hear you are having issues. See if your Fences is not locked. Check this : Right Click on desktop -> View -> Lock Fences. If it is selected please un-select it.
