Fences 3.0.9.11 wont enable

Fences stopped working

Just recently my fences stopped working.

I run Windows 10 x64, and it has been running successfully until about a week ago.

I have tried to purge, uninstall and reinstall. still to no avail.

Every time I boot up or try to enable fences I get the following error:

What do i need to do to fix this error?
