Standard Fences for Users

Hello,

I found a forum from 2010 on this topic but couldn't find anything more recent. Is there a way to create fences that are seen by all users? What about Rules?

I'm not really concerned with locking them down or anything, but we all share a single workstation via Remote Desktop. I'd like to put the icons that are in Public/Desktop into fences to categorize them and make it easier for users to find the common tools in their mess of icons. Ideally, I would also roll out some rules so their personal icons would auto organize a bit but that's not as important.

If there is no way, then I might just copy the registry keys from my user to the others on a one time basis. I did try to create a 'Groups' key under the Local_Machine but that seemed to have no effect.
