No hamburger, no "X", no "Remove Fence"

I want to remove a fence but when I right-click on it I do not get the choice to "Remove Fence". I also do not have the hamburger or "X". I have verified that I do not have Fences locked. I also do not get "View" when I right-click on my desktop away from my fences.

How do I remove a fence without these?
