Random Cycling does not work

I thought i'd make a new clear post incase someone else has this problem to.

 

But I have all the wallpapers in a folder, which are under random cycling, I have set it to 6 hours, however, every-time 6 hours elapses nothing happens, but if i were to say restart the pc it would then change.

This is deffo not a setting , as i know there is one which says change when i restart or login.
