This is a defect in the version of Windows you are using.
For reasons best known to Microsoft, msra.exe is unable to start when some applications which install system wide hooks (a standard OS feature) installed. This is typically only if the application is running as an elevated process.
This is believed to be resolved in the insider versions of Windows, so it should be sorted in future release versions of Windows though I cannot promise if that is with the April update of Windows due to be released shortly.
