Is there a way to keep my fences from moving my standard desktop icons???

Sorry to hear you are having trouble.
A Fence will only move them if you move a Fence into the area where free icons are - there is no way to prevent that currently.

OK, I thought click hold and drag would bring fence over icons not force them to move.
