How to buy a 2nd copy on Steam

I've purchased Start10 on Steam a while back. I have multiple Windows 10 machines but I cannot put Start10 on them as Steam insists that I've already bought Start10 and may not buy it again.

This seems to be a flaw in Steam's treatment of software. How can I get around this?

When Start10 goes on sale on Steam, does the same app have a price match on Stardock?
