Fixing Windows shut down not working

Hi,

I had an issue where Windows would not shut down. I also got an intermittent error from Fences that there was a problem with Explorer. So I unstalled Fences and reinstalled it, and the problem was resolved with both the Shut Down and the Explorer error.
