Sorry to hear you are having issues. Need more information.
1) Windows version numbers. Please use Winver.exe for full version numbers.
2) Fences installed version.
3) Please try the cleanboot steps mentioned here https://forums.stardock.com/486084/fences-support-faq#cleanboot

Fences installed version:Fences 3.09
I have tried to clean up and reinstall using the Purge_Fences.bat tool(http://sd.stardock.com/zubaz/apps/Purge_Fences.bat),
but this method does not work.
So need you help.
I already know you have try the purge and reinstall. But, in reply#1 (3), I asked you to do the cleanboot not the same as purge. Have you tried it? This is to see if your problem is cause by conflict program running in the background.
