Will my license allow me to install Fences 3 on a different W10 box? Will v3 work on W7? If not, will v2 any license issues about doing so?

If you mean, will Fences V3 work on Windows 7? Yes it should. You can refer to Fences main page and look at its system requirements list, (almost at the bottom of this that page->) : https://www.stardock.com/products/fences/
