Sorry to hear you are having issues. Please try the purge and reinstall steps : https://forums.stardock.com/486084/fences-support-faq#reinstalling
And please to re-download the latest version from your account. Install that version and reboot. Retest and report back.

Anyways, real solution for this one is to make sure that "Universal visual styles on windows and buttons" is check marked in "Visual Effects".
1. So click Start and right click over "my computer"
2. Select "Properties"
3. Top left, click on "Advance system settings" and then "Advanced"
4. Under performance: click "settings"
5. At the bottom, check mark: "Universal visual styles on windows and buttons"
Worked!!!
