Custom population of a fence?

Can I turn off "automatic" population of a fence? And can I then create one and populate it myself?

I wish to use a Fence as a launcher, adding selected application shortcuts to that Fence. I may wish to make several different ones in the similar way.

At present I am still using Gadgets in W10 but MS clearly doesn't like them and one by one, after each "update" my helpful tools are being turned off. I hope to use Fences to gain me similar functionality for program Launching (I am not interested in any of the launchers or docks presently available).

Hello,

Not to sure what you mean by "automatic population of fence". But, by default you need to manually move your desktop icons into Fences. Except the very first time you start using Fences your desktop icons get moved into some fences, this is just to show new user "fences capability". But basically, after that, it is up to the user where they want the icons to be.

Fence also have rule setting capabilities, where you can set certain rule where new icons that come into desktop area to be automatically move into a specified fence. If you don't set up the rules, your new icon will stay on the desktop, until you manually move it into which ever fence you like.
