Get fences to go 'up' instead of 'down' when not placed on bottom of screen?

When you have a roll-up fence it will go downward to reveal your icons by default, but when you place it on/near the task bar it will go up to reveal your icons.

Is it possible to have a fence go upward to reveal your icons even when it's not placed on/near the task bar?
