Fences takes a long time to start after reboot

Startup can be Initiated by Starting VPN to company domain or be in company domain

Dear Support team

After reboot the desktop appears with empty fences . This can take > 5 min until the fences get populated with the icons and the computer becomes usable . However this waiting time can be overridden by starting the VPN to the company domain. I would exclude this being dependent on my local installation, as this behavior was showing on previous company PCs with even different OS (win 7) and Fences v2 now I am using Fences 3.09 and Windows 10 build 1709

If I am booting while being connected to company network the delay is not taking place

any help is highly appreciated
