Fences Showing Hidden Desktop Icons On Restart - Normal?

I like to keep my desktop icons hidden all the time until I need them again.

But whenever I restart my pc, all my hidden icons reappear again until I again double click to hide them.

Is this normal or some software issue on my end? Is there any setting that I can enable or change to keep my desktop icons hidden even after restarting my pc?

My Windows version is Windows 8.1 Pro and my Fences version is 2.13.

PS: I don't want to update my Fences to the newer version as I don't want to spend more money anytime soon.
