When I draw a rectangle on my desktop it just disappears, it won't create a fence. Don't know what I did to cause this because as of this morning it was working.

Sorry to hear you are having issues. I think you have lock your fences. Please try to unlock it. Just right click anywhere on your desktop and View-> Lock Fences
