spinning icons

This morning I came in to a real mess on my desktop.  My fences are all still visible but all of the icons just keep randomly running around the desktop.  Not landing anywhere.  I tried a simply uninstall through Windows and then re-install but nothing changed.  I have seen a link to "purge" Fences but when I click the link it ends up timing out.  Has anyone else experienced these issues?  If so, do you have any suggestions?

I was able to finally get the various icons to stop spinning by grabbing a couple that were standing still and placing them into the proper fence.  I did not go ahead with the purge since I was able to get things to calm down.  I will keep the link for the purge handy in the event I come into this issue again (tomorrow!).  I will also follow up on this forum so that maybe it will help the next guy.  Thank you so much for the quick response.
