Is It Safe to Uninstall Start8 with Start10 installed.

While in Task Manager, I noticed Start8 was running along with Start10. Since I am having start up problems suddenly this week, I'm trying to figure out why the screen flashes (refreshes?) and no icons appear on the desktop; I also have Fences installed. At any rate, I didn't want to uninstall Start8 and then have Start10 failing to work. Alternatively, would it be safer to disable Start8 in Task Manager Start Up?

Reboot and ReInstall the latest version of Start 10.
