Can't move or re-size Fences. No icon in top left corner

I'm using Fences 3.09.11. I can no longer move or resize my fences. There is no icon in the top left corner any longer. The only thing I can do is change sorting or add new icon into fences.

Please check if you have "Lock Fences" turn on. To check. Right click anywhere on desktop and view -> un-select "Lock Fences"
