Cannot create Fence and uninstall fence

Hi all:

I cannot create fence and I cannot unistall fences completely.

I have fence enabled and click+drag to make rectangle does not show any options to create fences. I wanted to fresh reinstall. I uninstall it via control panels. I don't see fences in add/remove programs but can still see it in desktop (enable fences when right click). I don't know how to uninstall it.

Please, I need help.
