Start10 Button Changing For New Users

Good Afternoon,

I have 2 issues.

Running Start10 v1.60 on Windows 10 (1703) 

1. When I install start10 under the local administrator account and configure the start button to windows 10 TM. Why does the Start Button Default to the Start10 button instead of the Windows 10 TM for every new user that signs onto the same work station? I do see a GPO policy that lets me choose the default button (flag) for all users, however it doesn't seem to apply for every new user that signs on.

 2. In the menu a have a list of applications that show "App"

I would need to investigate this, but if memory is serving me well, its a request (mandate) from MS that we make it that way and dates back to Start8.

I would need to know more about what they actually point to and how they are rendered in the stock Win start menu.

Yes, they can. 

The issues is , every time a new user signs on to the computer. They see that list of "App" menu.

Is there a way to customize the menu list of applications and lock it down, that way everyone logging onto the device sees the same application list?

Yes, I've applied the GPO polices but it doesn't resolve the issue.

The user profile where start10 gets installed from originally doesn't have that issue. It's anyone else that logs onto that device that has the "app" issue.
