Cannot deactivate licence for old computer

I am trying to install Start 10 on my new computer, but it is still registered with my old computers and it says that I have exceeded my activation limit. When I tried remove one of the old computers, it says that there is an error. Is there a way to remove all the computers so I can start fresh?

I do not have access to the old computers, and the online deactivation is not working.
