I think you can do that with nextstart... I'm not sure, I haven't used it in a while.

you can do this with NS very easily. You can also do this with Object Bar very easily. In OB there is an option to use a custom menu on right click to the desktop. Just go into OB theme configuration, design your right click menu, then go to the OB main configuration and tell it to use the menu on right click.

I would recommend ObjectBar. (shameless Stardock plug...)
