Is there a way of creating animated windowblinds themes?

... as in the active windows bar would be electrified or fish swiming in the taskbar?

one of the default themes that comes with WB has fish swimming in the window and on the start button. its called aquarium.

not sure, you might try importing gifs, or use the same as making cursor xp animated (anutill)

And no, animated GIFs are not supported.

If you want to see odd spots that have animations try MotherOfPlastic. That skin (by a guy called MadIce) does not have WB4 support, but shows a lot of animations. Open it's UIS file and have a peek.

A really old (pre-Windows XP) skin, Liquid by Ed Deans has a nice animated effect along the left windows edge.

Also Sex Pistions by Treetog has a nice animated effect as well

And Morphh's Toxic skin has nice green toxic liquid effect. This is another pre-Windows XP skin though

You would have to open the skin in skin studio and browse through the animated images. The format will be given somewhere there. For example, in sysmetrix, its a matter of sequential bitmaps.
