Aquatic Science Balance

I have noticed that in Crusade 2.5 with the balancing for 1:1 population, the raw bonus buildings gain only 0.3 raw per adjacency. I like this, as well as the tweaked population caps.

However, the Learning Centers still gain a full +1 science per adjacency. This seems to be unbalanced now, so I suspect it was an oversight.
