No skinned logoff screen

When I download WindowBlind themes that say they skin the logoff screen, I don't see any change. How do I skin the logoff screen?

Are you using Windowblinds 4? Earlier versions of WB don't skin the logoff screen.

and, of course, the windowblind skin must support that image.
