Buggy Start Menu when using Touch

Sometimes when using my Hybrid Device and going to "All Programs" when scrolling up or down and you get to end of menu, the whole start menu moves about when using touch. This seems like a bug issue. Also there is issue with the menu going off the screen when you select more than 15 items to show on start menu? This never happened when using Start8.
