Played a game tonight and confirmed via replay. I mutinied a patent lab and went for Teleportation. The entire time the patent for teleportation was 1 second ahead of the patent lab mutiny and yet it didn't award the patent to me (there was no counter mutiny either). Looks like the lab lags by an additional second to award the patent and the countdown number is in fact wrong. In this case researching the patent was a full second ahead (and not a fraction of a second or anything. Otherwise I would've canceled and done something else.
