Free DLC ship designer toolbox

I have been away from game and forum for some time - just noticed that new ship designer toolbox dlc can be activated for free now. I have not unlocked it yet - is there any info out what it exactly does/provides?

There's new DLC? I though the patch notes said 1.4 didn't come with DLC.

I think it's just the Registration Gift DLC with a new name.
