I just started a new game. I was able to adjust the wheel on every planet independently from the start. Have the restrictions before researching "Governance" been removed? I don't see an update.
I just did a quick start to test this and indeed while the wheel was dimmed out in my capital planet, when I clicked on it, it sprang into life. So Heaven knows what's going on. There are various different Governance techs. Do you know which one if any was supposed to unlock the wheel?

The wheel was re-enabled on the 1.3 Opt-in v2.
I don't recall the tech from the first 1.3 that we needed to get to unlock it, but it's a moot point now. From what I understand, 1.4 will have something better to replace the planetary wheel.
It was Interstellar Governance, but you are right. It is moot now.
We'll see what happens in the next release.
