Cannot move Xion skin on screen

background movable not working

Sorry to be a pain, I feel like a freakin' noob. I compared my two newest Xion skins to other I've made plus a variety of skins. Layer order is correct, snaprectangle as the last layer and right above it background movable. Am I missing something? I searched google and the Xion forums and came up with zilch.

I just can't move the blank thing!

lucky you... you have a blanking one to move... mine went off the screen when I put it close to the edge and I couldn't get it back.... I uninstalled and reinstalled and still never reappeared...I assigned Xion to the bin... prob quite a simple fix... but I got tired of trying to fix it...
