Overscan issue on HDTV

Not sure how to fix this over scan issue I am experiencing. When I launch the game only about 2/3 of the top left of the screen appears, all menu buttons are cut off and I can't seem to fix the problem in AMD's control center. My over scan is tuned all the way down and it had made no difference in the game. I have my system hooked up to my HDTV via an HDMI cable, which I am sure has something to do with the problem. Any advice would be greatly appreciated.

8gb RAM

Windows 8

all drivers are up to date

On your TV try changing the aspect ratio to dot by dot.

Thanks, I tried that and no real luck.

I was however able to lower the resolution to it's lowest setting on my system and the game to get the majority of the screen to appear, but the bottom part of the screen is still cut off, and the mouse cursor won't center. The game is still unplayable, but thanks for your help.

You might need to disable overscan on your GFX card as well as setting the TV to dot by dot

I turned my overscan down all the way and set the format of my TV to 1:1. Still have the bottom of the screen cropped off on the lowest resolution settings, and the mouse cursor is off by about an inch. This game and Civ 5 give me all sorts of trouble, but at least I can play that one in windowed mode. 

I guess I could pull out my old dell monitor and VGA cable, but I just think it's ridiculous that the game can't auto config to my resolution settings.
