[Bug 1.0] Campaign speech (maybe intentional?)

When playing the campaign with the music off, you don't hear any speech. Kind of a big deal, I never want the background game music playing in any game, and is the first thing I turn off in settings. (Yes, without listening to it. Sorry to all the artists who put hard work in on that.)

I turned music back on, restarted, and sure enough all the speech was there. Turned music back off, restarted, gone again.
