EMPs slightly OP vs Robotics

Hey there. So I'm beginning to think EMP may be a bit overpowered vs Robotics in the Early Game, due to robotics sole dependency on power before they gain the ability to create electronics. Because of this, Robotics can be bought out quite quickly due their stock markets crashing early from the debt of no power. I believe this can be changed by having EMP start at a higher asking price in the black market.

use goon squads to steal someone elses power? switch mines/steel mills to power if it is so expensive and make money off it.

Build two places for power, like 2 wind mills here and there, mutiny someone elses or save a mutiny to countermutiny someone else. You have options.

Then I would lose the bonus of having the power close to each other, which could lead to diminishing returns if I create too much power

I regularly divide my industries into different districts to prevent more than 1 industry from being disrupted at once. The loss of production efficiency is about 10-25% and this is much less than the lost production to sabotage.
