I don't think you can. What version of Windows are you running? If it is XP, I'm pretty sure that it cannot be done!

Yes, I am using XP..I am changing all my icons using wormhole. In his packages, there are the icons for the control panel, so I have been trying to figure out how it could be done.

The only thing you can do is fake it:
1. Create a new folder, in your Start menu or anywhere
2. Open the control panel
3. Drag and drop all the item from te control panel into the new folder. That will create a shortcut of all the control panel icons. You can then change those icons to whatever you want.

Next time you need to access the control panel, open that folder instead.

It's pretty hard to do... but check out this page: http://www.virtualplastic.net/html/ui_panel.html for a little insight into way of customizing your control panel.

However it seems it can be done with a lot of work (i.e. converting icons to 16 colours, and re-hacking the .cpl files)

Hope this helps
