Sort Of A Stupid Question

I've downloaded a couple of skins, but the only things that resembles the screen shot are the title bars and the buttons. The two skins that I downloaded have sort of special effects like a sort of transparent menu or a 3D, cut out looking start menu. My menus remain the same. Can anyone tell me what I'm doing wrong? Thanks:)

Quite possibly you are using Windows 98? I don't think the start menu gets skinned unless you have XP. (I could be wrong). are you using the shareware version of WindowBlinds? If so, then that doesn't skin the scroll bars either.
