Most, if not all Wars of Old & New relied on the Terrain. So instead of just Galactic East-West (X) & North-South (Y), why not include a Galactic [Sea] Level (Z).

That's a very creative idea, but I don't know how it would work. I don't think there has been a game to have done three dimensional X4 or how it would effect the strategy of the game. Can you explain a bit more about your idea please. Hexs and three D would be a first.

Problem is that you would have to go back to squares for the grid (since cubes will tile the 3d space, and there is no hexagon equivalent polyhedron). You would have to create a hexagonal prism and it wouldn't work out as neatly as you would like. Unless there are some other ideas that they are trying to use.
I'm not Programmer, but based on GalCivs 1&2 I would try to think of it as an odd number (3, 5, 7, etc) of Checker Boards on top of each other & going [Up] or [Down] a Level counts as One [Move].
In fact our Sun's North/South Pole, points Towards/Away from the center of the Milky Way. Implies a lot Doesn't it?
Get a Box & Neatly Fill it with Marbles, That is how it should be [Base] Mapped
Ah, so as long as we are fine with the void spaces between the locations. Most people demand tesselation, and they like hexes because every center is equidistant from every other center. Also, depends on which way one stacks these marbles. But I wouldn't mind seeing something like this in the future.
Take a look at the old SPI games (Simulations publications, Inc). They produced several tactical games, 3d, using hexes. What they did was treat each 3d hex as one in a column of 3d hexes. Basically, the gaming space was multiple layers of hexes piled atop one another - to create the 3 D affect. Not perfect, but just as serviceable as squares fora 2 d game (distortion along the diagonals).

Yup, but even so it would be very hard to read such a Tactical map. That is why I also recommend that each [Sea] level is read as 2D while the entire game can also be Recorded in 3D for an Interesting Experience.
Only when we have Mid-Air Holographic Display Technology could we actually have a Full Experience
