How to become level3 user.

I am a level 2 user and always get the server busy message. They say that by actively post on forum u can become a level 3 user. Anyone knows how many messages we have to post before upgrading to level3? Or how many skin we have to submit?

I don't think there is a set number for either posts or submissions. Just partake in the discussions and help out when you can. You'll be upgraded in no time.

Good question... I have no clue.

My sister is a level one user but she almost never gets a server busy message. I get it every 2 weeks or so.

My advise is to try later or refresh the page.
